- Close. What I said was that Heroic games focus more on skills while Super-Heroic focus more on powers. I'm looking for a way to have the characters rely equally on their powers and skills . While some adventures might be more power heavy other adventures might be more skill heavy. A character should be able to interact heavily or a good amount during either type of adventure.

With weapon and transport familiarity maybe 2 point slots for typical weapons and vehicals for each planet might cover things for players
Then work up a list of common weapons and equipment suitible for NPCs that players can pick up for free.
These would be weak compaired to what a player could make for points but if all they want is a 9d6 lazer pistol with two 8 shots clips to carry around, why not let them have it with a 1 point weapon familiarity to avoid a -3 ocv.
