Background
The players are all residents of a city of about 500,000 people called Bayport. The city is fairly busy and is coastal. It is not a destination in itself, but is often a place where people travel through.
The city has recently been extending many tax writeoffs in an effort to revitalize it's long forgotten downtown. This is placing new pressures on much of the infrastructure of the city, but particularly on police and emergency crews as the new residents demand higher levels of service and the older residents are resentful.
There are several large immigrant populations, notably Chinese and Mexicans. The Chinese are long-time residents while the Mexicans are new arrivals. These ethnic groups often cluster together so there are some geographic regions which favor particular kinds of immigrants.
The city is on the grow and is rebounding from previous problems. They do no have a serious super team, but there are a number of independent heroes operating in town as well as a few villains and gangs who call Bayport home.
