Okay, so I think there are still open items and maybe some buy-in required.

My concept is that heroes are teenagers, those who are in the throes of puberty. As purberty ends, so go their powers. I haven't decided if it should be sudden or a slow fade. Maybe some go both ways?

The game will basically be low-power champions, not dark champions, but the villains will often be street gangs or even a villain with thematic thugs. One genre rule will be that you can't just cut to the big villain.

I'm thinking about no teleport and no mental powers. I'm worried that teleport makes it too easy to bypass thugs and mental powers vs thugs will be too powerful. I may slide on either of those with good limitations or good concepts that I think won't destroy the game.

I don't think anyone knows yet exactly why powers come and go. There are research organizations (good and bad) trying to find out.

I want the PCs to be a team, but I'm open as to how that happens. Suggestions welcome.
